The Virginia School for the Deaf and the Blind at Staunton is seeking an Accountant to ensure compliance and accountability of financial and business operations of the agency. This position is for Academic Year 2008 – 2009 beginning August 2008. As with all school positions, funding is contingent upon final approval of the budget by the Governor and General Assembly.
Responsibilities include:
- Supervision of payroll, accounts payable and reimbursement specialists.
- Maintain the accounting system in conformance with state budget requirements.
- Prepare financial reports using state financial management systems (CARS, CIPPS, FINDS, WEB BEARS).
- Monitoring and reconciling fiscal actions and/or reports to ensure adequate fiscal accountability.
- Screen, correct and process fiscal transactions in the Commonwealth Accounting and Reporting System.
- Ensure the timely preparation of accounts receivable invoices and quarterly/year-end reports.
- Certify payroll documents.
- Develop budget forecasts quarterly for the Director’s review.
- Monitor budgets of various departments within the agency.
- Update applicable policy and procedure to ensure adequate internal controls are implemented annually.
- Oversee the documentation and preparation of reimbursement forms for federal grants and Medicaid.
Minimum Qualifications:
- Bachelor’s degree in accounting or a related field or an equivalent combination of education and experience.
- Prefer Virginia Contracting Officer (VCO) or Virginia Contracting Associate Officer (VCA) certification.
- Considerable experience in financial reconciliation and analysis, experience with state agencies preferred.
- Prefer experience with automated accounting/budget preparation/procurement/payroll systems used in the Commonwealth of Virginia.
- Knowledge of economic and accounting principles
- Knowledge of practices and the analysis and reporting of financial data.
- Knowledge of federal grant and Medicaid administration.
- Competency and proficiency with a variety of computer software applications for developing documents and reports.
- Ability to prepare advanced fiscal transactions, financial reports and reconciliation of expenditures in conformance with agency and Commonwealth procedures and regulations.
- Ability to communicate information and ideas orally and in writing.
- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms and other office procedures and terminology.
- Ability to interact effectively and appropriately with others and work as a team.
- Ability to interpret and apply policies of the agency and the Commonwealth and other information essential to department functions with minimal supervision.
- Knowledge of arithmetic, algebra, statistics and their application.
- Proficiency level of “Survival” in American Sign Language as measured by the Sign Communication Proficiency Interview or agreement to acquire the specified level within three years.
