The Virginia School for the Deaf and the Blind at Staunton is seeking a Training and Development Specialist to develop and implement training and staff development for a residential school and to provide direct personnel services to all employees. This position is for Academic Year 2008 – 2009 beginning August 2008. As with all school positions, funding is contingent upon final approval of the budget by the Governor and General Assembly.
Responsibilities include:
- Assess staffing resources and employee development needs
- Develop and implement a comprehensive employee development program for all agency staff
- Establish collaborative relations with post-secondary programs to support employee development
- Implement all aspects of the Commonwealth of Virginia Learning Management System, to include computer based training, management reporting, employee access, training accountability, and information management
- Provide timely and relevant performance measures and assist in developing program improvements
- Deliver group and individual training and instruction covering specified areas
- Select or develop training aids and directives
- Evaluate effectiveness of training and development programs
- Assist in the development and implementation of all human resource functions as required
Minimum Qualifications:
- A minimum of a baccalaureate degree from a regionally accredited college or university in human resource management, training and development or related field
- Human Performance Improvement (HPI) certification through the American Society for Training and Development is preferred
- Completion of human resource certification program through Society of Human Resources Management (SHRM), International Public Management Association for Human Resources (IPMA-HR) or VA Department of Human Resource Management is preferred
- Experience in training and staff development; prefer experience in human resources administration
- Current CPR and First Aid certification required, or must be obtained per agency directives
- Knowledge of the principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effectiveness on an individual and organizational basis
- Knowledge of state procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, state classification, performance management and personnel information systems
- Knowledge of state and federal laws and regulations related to assigned area
- Ability to communicate effectively both orally and in written communication as appropriate to the needs of the audience to convey information effectively
- Ability to accurately interpret and develop policies and procedures
- Ability to analyze statistical data and reports and to develop recommendations for the improvement of the agency’s training and staff development programs
- Knowledge of specific business processes, policies, or topics for which training is designed and delivered
- Ability to develop and implement a comprehensive staff development program for all employees including the evaluation of training efforts
- Knowledge of computer-based training, computer applications and technology as relates to job functions
- Proficiency level of “Survival” in American Sign Language as measured by the Sign Communication Proficiency Interview or agreement to acquire the specified level within three years
Physical Requirements:
- Ability to perform repetitive motion to include standing, sitting, reaching, lifting, walking, bending, and climbing
